It happened on the Sneaking-Test Area but not during the Test. I was exploring before going trough the Gate.
I tried to jump over the Water where the gap is the smallest from the Sneaking Test ground to the Village but instead of jumping over the water, Slade made a pike jump into the water and got stuck underwater in the ground. I couldn't move or do anything beside open the Inventory. I play with a X-Box Controller. Luckily as I used the binoculars out of sheer despair Slade swum up to the surface on it's own and I was free again.

It seems foliage is not rendered in the same renderpipeline as the rest of the world.
The Ambient Occlusion can be seen through the foliage.
Either set the Ambient Occlusion method to forward rendered (if not already), or set the shader used on the foliage to deferred.
Speaking as a Unity Engine enthusiast, I have encountered these problems before. They are quite easy to fix.
Screenshots below. Look at the plant, and look at the dark parts of it. You'll see an outline of Cutter Slade, caused by the SSAO not occluding properly by the rendered shader.

In the unlikely case where this is deliberate: Why?
Standing too close to someone when initiating a conversation can result in zooming in too close to the faces during dialogue, and occasionally focusing in on the torso instead.
I cant play Outcast Second Contact in Steam Offline Mode. Thats bad =(.
While this game definitely evokes strong memories of the original, which I believe I only briefly played a demo of (I recall the use of voxel technology), I am finding the movement and controls incredibly sluggish by today's standards. Visually the game looks great with a nice vibrant cartoon art style and impressive draw distances, plus aurally the game is fine (the main character's voice acting is cringe-worthy though IMO) and animation is OK (the jump animation is embarassing though).
What let's the game down is the sluggish controls and erratic performance. I'm playing on a GTX 1080 Ti using G-SYNC and the game ran at 163 fps in the opening area but had intermittent but brief dips down to, unbelievably, 23 fps before it would shoot back up. I have come across this issue several times in Unity Engine games since upgrading to Windows 10 v1709 build 16299 (Fall Creators Update). Forcing exclusive fullscreen mode usually fixes it though but it's an issue that I am surprised more developers aren't addressing. It's not like Windows 10 v1709 has just been released; it was in beta for months and the final release has been out almost two months now.
The controls are really clunky though. Maybe this is intentional to keep true to the original game? If that is the case then why not implement a more modern control system that better mimics how third-person shooters play in 2017? More choice is always better than no choice at all.
Also, the Graphics options are very poor even for a Unity engine game, only allowing to set a preset, v-sync and resolution (with no support for DSR since Unity uses borderless fullscreen by default).
The locations of dropped F-Links (the teleporter devices) are not shown on the map (I'm pretty sure that this was the case in the original game), which makes them almost useless.
Doesn't matter which settings or V-Sync on or off. The framerate stays constant at 60fps or unlocked above it and almost never below. Must be a severe frame pacing issue.
Here the specs, even though I'm quite sure they are useless since it has probably absolutely nothing do to with the hardware. Also, the game is installed on a bloody Samsung Pro 850 SSD, perhaps the best consumer grade SSD out there, so definitely not a hardware releated streaming issue.

Not a real bugs, but:
1. Snow looks weird (it is not chaotic, more like a fibers made of snowflakes hanging in the air).
2. Can we have an option to remove hints (blue colored text) from subtitles? It is very annoying to view the same hints over and over again.
Are you using the v388.13 driver and MSI Afterburner v4.4.0.RTSS v7.0.0 by any chance?
There is a known stuttering issue with that driver due to a Power polling bug. The fix for that issue is to uncheck Power monitoring in Afterburner.
However, there is also a microstutter issue on that driver too for me which affects some games worst than others which is why I am currently stuck on the previous v388.00 WHQL driver.
Nope, as you can see from my speccs screenshot, I've an Asus 1060 6GB with the newest nVidia driver (official release, no beta)
Several people with various rigs complained about micro-stutter already.
this exactly ! also when I buy ammo from the weapon vendors it doesn't show how much it costs at all. ( how can you buy ammo without knowing how much it costs ? ) I did though and still can get ammo this way, just no way of knowing how much it is.
Same here! Its not exactly a bug, but I guess it should be implemented: There are no sound settings? I just wanted to turn down the volume of voices, but there is no option?
I know the stealthy crawl past guards via the roofs is gone, but I'd really liked it to be on the roofs fast again.
