I just used the regular shot, but the bleeding shot has such a high stagger rate it probably would work even better.
And the entire time, try to hit ONLY his legs. So don't use status effects on him or damage other body parts. And when you stagger him, don't do any more damage to him until you see if he ran away or not.
Hope this helps. There's possibly some other unknown element like luck (or a bug) to this fight that seems to make the process more vague than it needs to be.
I think waiting a second for the stagger animation to go through like you're saying is what finally made the difference for me. I don't think it's buggy per say it's more that it's just really finicky because of all the different variables going on with the boss with staggers, attacks, running away, and falling down all happening near simultaneously which causes it to be really annoying to get to actually work right
