Some type of content is restricted even without it having to be checked by the BPjM and placed on the so-called index. I suppose you refer to that procedure. See § 4 of the JMStV for all that kind of stuff.
It's possible they deemed House Party pornography under the definition of § 184 of the German penal code (with the official uncensored DLC). Such content is restricted per se (ipso facto). The BPjM can still "index" in that case, but it'd be "purely declaratory" in nature.
VR Kanojo is weird, not sure about that one.
Someone should ask the MAHSH about this stuff, also the other games. Maybe I will, been a bit lazy about it. To be honest, I kind of don't want to because it's all a clusterf. on Steam in regards to Germany.
It's a blanket ban that's not enforced except if someone wants to get rid of something that offends them. Laws like that should be forbidden.

How I find this stuff: log into SteamDB (not affiliated with Valve), and search for "purchaserestrictedcountries" with the value "DE", and sort by new.

Recently while not every game was good, this looked like a step in the right direction and now those ....... try to ruin it again.
Many people have to suffer because of something like 20 people.
I'm getting a bit concerned. Lately a not even mature Early Access game get's taken down and now this happens. Well at least it sounds as if I will still get the updates.
I mean I hate the idea of them being allowed to do this and then we have to be okay with it and don't even have to get a chance for getting some money back because of how steam works.
Please keep it civil.
It's definitely a possibility; at the very least, if people in Germany wish to bypass the lockdown, they might also use a VPN-like program that affects the geolocation data in Steam, which could present its own set of problems. Either way, it's an unnecessary extra step, whether you mess with Steam or pirate the games.
It's like that in most countries. Hell, look at Japan and its censorship nonsense coming from bent and overinterpreted nonsense from 1907 + a few old senile puritanical farts making decisions in courts for the whole nation in the 2nd part of last century. Not like Germany is anything unusual.
And of course puritanical taste police at Steam (themselves banning games left and right) will bend the knee to anyone reeeeeing about the subject.
Funniest thing to me is these governments ban this crap and I wonder if they really think people aren't going to find a way around whatever the rules they've enacted are. There are other places on the 'net to get this stuff - it's like when the U.S. put in prohibition way back when...dumb move because then they just cost themselves the tax dollars off of the enterprise and the black market got rich off of selling it. Governments can try to censor, but if the thing they're trying to censor is something people really want, people will find a way to get it, legal or not. Just stupid. That's why I love the House Party disclaimer when the game launches. :)
