Try editing the \Documents\My Games\Fallout4VR\Fallout4Prefs.ini file and change this setting under the Display section from from 1 to 0

That will remove the 60 FPS CAP in the game so you can go above and run whatever your hardware will handle. It's a well known issue the same setting exits in the pancake version just google it if you need more information. Not too sure about the hardware though that is a separate issue but it should be enough to play the game in most places but once you get into crowded areas it will probably slow down you will know for sure once you get out of the vault. Maybe try Wabbajack Fallout 4 VR essentials it optimises the game really well (hardware allowing that is) and is your best bet of getting the game running the best it can.
