How do I find Cactus Bill!?!?!?

I've been playing and I recently came across Olive Garden. Obviously, She's supposed to get with Cactus bill, but I can't seem to find him. Where is Cactus Bill?! I can't seem to find him.

... just to be sure, it's two in-game days, not two real-life days. (The day only changes when you sleep in your room in Dirtwater, or when you get so Angry that you pass out and wake up in your room at Dirtwater)

Yeah. Like, I slept in the game, and it said 22nd day. I don't really care about how long in game it takes.
