Report a translation problem
This is what always worked for me:
1. Open the game
2. Goto what ever menu has the content that is available for free that you do not have yet.
3. Select,"get it" or what ever it says, Do this for everything you do not have yet and is free.
4. Exit the game
5. Open steam, what ever you did not have should be downloading. If not, goto library and make sure they are selected in the DLC list.
Simplier things that have worked, but not all the time.
Relaunch Steam
Unselect the FLC in the list and select it again.
You don't need Total Warhammer 1 installed any more, download Mortal Empires using the above, run Total Warhammer 2, new campaign, Mortal Empires.
