Apparently, DLC can be released a couple ways on Steam, and one of these ways locks the DLC from family sharing.
The devs acknowledged it a long time ago, and said they were trying to fix it. Nothing came of it.
It does, I mean you don't need to buy the game and therefore you save money.
Nothing wrong with saving money, but if share with a friend (not a family member) so the friend can nearly complete the game. That's just cheap, especially when the developer is a small studio and the game is cheap anyways.
