I am on a Win10 64bit and have everytime the trouble to start the Wargame series after installing it new.
I run the Steam Client always as Administrator. What solved the issue for me, is to restart the Steam Client after installing any of the Wargame games.
I assume, for you it is not that easy.
A rule-of-thumb checklist is of course the usual:
- Latest Windows patches
- Latest Graphic Drivers (are you on a notebook? Mobile/shared graphic?)
- Re-install the _CommonRedist DirectX/VC Redistributable
- yaddi yaddi yadda ...

I've Windows 10, I can support DirectX 9, 10, and 11, with a GTX960M graphics card, more than enough memory and hard drive space available, and my windows and drivers are up to date. How would I re-install the directx/vc redistributable?
You problem ... most likely ... is your notebook - not the game.
According to Nvidia's website the GTX960M is not certified for Windows 10, btw. But that might not matter ... unless it does. Running Win10 on a notebook which does not officially support Win10 - default drivers might work ... until they don't.
Mobile graphic chips - even 'dedicated cards' are using shared memory. Game requirements only state dedicated graphic cards. No matter what the (powerful) 960M can do, theoretically.
This is a common thing, were game developers raise both hands and say
"Laptop? You are on your own" ...
= it may or may not run, because of the actual hardware inside your notebook and the drivers that come with your (how old???) notebook. Notebook drivers are different and software behaves differently on a notebook. You can install the reference driver from the Nvidia page, but depending on your notebook manufactorer it is encouraged to only use their officially certified drivers.

I ran Wargame EE from Windows XP to Vista to 7, 8.0, 8.1 and now 10. 32-bit and 64-bit. I ran it even on a few Linux distros - all different hardware. From AMD to Intel, from Radeon to Nvidia cards.
I never had a problem running the game on any hardware.
But I never tried to run it on a laptop/notebook.
