If I may be permitted a frank public opinion, I think it's lazy character art development. When you put hips and curves on a small character, she doesn't look like a child. The real life world has many, many curvy small women. So I don't believe that's the problem. It's just bad lazy coding.
This said, I don't judge the dev team too harshly for the failure. I'd rather see no curves on a character than bad curves on a character.
I beg to differ, slightly. There is at least one outfit - the Lahr Arcien - which accents the curves and retains the heels on the boots. Its not entirely convincing but does work. Some of the basic early teen stance and actions are still there though.

As for the breasts, using the 'body' customization feature the chest area can be emphasised to some extent and presumably it may be able to alter the basic stance, though I wouldn't personally want to try that. It could go horribly wrong.
Look at Yeonhwa.
Also, you the character are over 3000 years old.
