You don't have to start in Olvia, but you have to start in a town.

So you need to figure out which town would be closest to the node you want, and then go to the node closest to the town and activate that and go from there.

There is a quest in Velia that teaches you that step by step (makes you connect to one of the farms next door and make a crate there).

A node needs to be connected to a town or to a node preceding it that is activated.

For example

You can activate Loggia farm directly as it is connected to Velia.
But, if you want to activate Balenos forest, you need to activate Bartali farm first (or Heidel pass and northern guard camp connecting to Heidel)

In order to start a connection, it starts in a city, not a town. Olivia is a town, not a city. Velia is a city. From velia you can start node connections.

that would explain why i spent 10 minutes trying to find a "Node Managment" person and couldnt find one

I like to recommend this map to everyone: http://www.somethinglovely.net/bdo/
It shows you all nodes on a map, how they connect, what they offer, their CP costs, and TONS of additional information about all sorts of other things. Never leave your residence without it.

Look at the map. Any strings attached to velia are node managers. Once you invest a conquest point into one of them the map will show you another string and you can connect it all the way to Olivia if you want.
