100% cpu usage is due to Denuvo
According to Russian crackers, denuvo itself uses 30-40% of cpu, due to a new layer of protection

What a clickbait title lol!

Nope its not just denuvo. They use Denuvo and VMProtection on top of Denuvo. Still, you do not have a creditable source for this so how do you know if the crackers are telling the truth? Could just be bad optimization which is not highly unlikely in this day and age of AAA gaming.

"rvt: It's still a so called 4.x version but Ubisoft made it harder by putting the VMP layer making it a bit difficult for crackers to get to the actual Denuvo code.

rvt: @parameswar can't tell that but that VMP layer on top makes it extremely difficult to trace the things... The only thing I can tell is that Denuvo itself brings ~30-40 % to CPU usage (!!!) that's why the game is so CPU demanding ;)"

believe what u want - its all over the cracking commuinty right now....
just so you get prespective why its so demanding here is qoute of what VMProtect does from their own website:

"VMProtect protects code by executing it on a virtual machine with non-standard architecture that makes it extremely difficult to analyze and crack the software. Besides that, VMProtect generates and verifies serial numbers, limits free upgrades and much more."

totally explains high cpu usage...

Obviously it a bunch of bogus bull♥♥♥♥♥♥ Denuvo does not even run when the game is running. These people just show what lowflifes they are by making up stuff like this.

You know what else explains high CPU usage. The sheer size of this game's map and bad optimization and terrible resource utilization that can easily be fixed in a patch.
