Question regarding: mission "Operation Endgame" and catching criminal

so I received task of catching the criminals but for some reason I just could not catch the last criminal. I clicked the criminal but I have no interactive option whatsoever (no arrest, no shooting, no arrange accident or anything)

Because I was successful in developing good economy. I was able to send arrest, or arrange accident issue for all these criminals but after waiting about 2 years this one criminal is still doing perfectly fine and it doesn't even have any interactive option any more.

I read this criminal though bubble and he was saying stuff like "I don't know where I should go" (how about leaving the island or getting arrested or doing something that allows me to move on to the next stage of the mission!!!) and he is living in apartment that is a next block to a police station.

Should I demolish the apartment in a hope that I will rat out this guy?

I am totally lost. What am I supposed to do in this situation?

oh and I have prison. 2 actually and is manned. so please don't tell me that I need to build prison and have officer working in it. I set their wage as $30 so I have more than 15 officers but these guys are incapable of catching this one freakin guy.

I've heard of this bug a few times in different forums. Basically your only solutions would be to wait for him to die of old age, or try "Love it or Leave it" at the Immigration Office and hope he goes, keep kicking him out of apartments, etc and maybe that will make him want to leave. Otherwise you may just want to restart the mission and arrest or eliminate the criminals as they pop up, saving the game often to avoid this bug.

I see I have lots of save between the campaign so i might start midway and try again thanks for the tip.

I reloaded my save and changed all my order to "arrange accident" and after 2 year all criminals have disappeared from the chart. If people have same issue as me just use "arrange accident"

Thought I'd update this post with the way I got around this bug.. I had 5 criminals that I could not kill / arrest etc.

I found that issuing the "Off to Florida" edict removed the 5 remaining criminals even though the edict suggests that it clears all jail persons.

Hope this helps anyone.

Just confirmed this works. Got stuck with 2 criminals left and used the edict and they were removed. Thanks for the fix.
