Report a translation problem
If I am not completely mistaken, the brighter city names display cities where you still have something to do , like upgrading an industry while the brownish ones are cities that are completly finished. You either upgraded industries there to level 3 or there isn´t any industry at all
Completion is also shown in region and area names. When you complete all requests in all cities in a region, the region name changes color. When you also upgrade all default industries to level 3 and fix all roads in the region it's name changes color again. So when you think you completed all cities in one region, but it's name is still white, zoom in and try to find smaller cities that are invisible on normal zoom that you usually use. I had to search for a few like these especially in northeastern part of the starting area (NSW), right near the quarantine line.
I find it nice idea that you slowly change color of all the map and just by looking at colors you see where you still need to do something.

Well, Kirrawee and Miranda and Greys Point are not completed ... you send them the required ressources, but you haven´t completly upgraded the industries in those towns , so they are still displayed in bright yellow.
In Gymea Bay you send them all the required ressource but there is no own industry or storage to upgrade... So that town is finished.
If you send all required ressources to a town the only thing that changes is that the city Symbol (building) gets coloured
I would suggest a color for completed towns, a color for nothing completed, and a color for either industry or products completed. So you have 3 colors. (green for complete of course, yellow for half completed and any other for uncompleted would be best in my opinion)
I know you added color spots yellow and green (why the heck green for uncompleted??) but my strategy is to look for uncompleted towns with right click so the images will disappear. They are too much sometimes so its better to look without them. And now you can't see anything with 5 different colors all for completed towns.

I don't think colors should be changed once again to confuse everyone, you didn't like it yourself.
Noone can say that this is easy to recognize.

Personally I also like not complete but has industry also being a seperate colour. But the four above are more or less what I rely on the most. Although, the dots have made it a lot easier, so yay for that.
Perhaps a different colour palette could be chosen to make them more distinguishable from one another, albeit I have no issue with the current. Still though if it makes it easier on others I don't see an issue with changing, however I think the current scheme for colours should be kept.
Possibly the most agreeable option would be to allow the player to choose the colours they desire via dropdowns in the settings.
