2. Yes you can, you just need the attunement slots.
3. Best is subjective, but popular ones are: Balder Side Sword, Greatscythe, Gold Tracer, and Uchi. It all boils down to preference. The Gold Tracer has a very high bleed proc and a lot of people keep one in their secondary slot.
4. There aren't any armors that boost the damage of Pyromancies that I know of. There are rings however, the Sorcery rings work because the game treats them the same, and they'll receive the same damage bonuses.
2 - It does scale with int, although I wouldn't recommend int higher than 25
3 - Uchigatana is a balanced dex weapon. Murakumo is heavy and has a good damage. Priscilla's dagger is good for bleed builds, QFS is ok but... Just ok. Chaos blade is good for one-shot builds.
4. No boost damage from armor
40 is weapon damage cap for weapons. 45 is final cap for casting speed.
16 is the sweet spot for attunament. It gives many spell slots for little investment.
