You have to check your location too, some are pve-only, which includes the close proximity of all bonfires. And the first bonfire has quite a big no-pvp area, goes almost as far as the automated bridge.

i don't wanna ruin the mood, but this wouldn't have happened with peer to peer, and seeing how i still end up with people that are lagging through the world they should have just stuck with the old system
