Custom Dota 2 UI/HUD
I have seen some streams with different UI HUDs on their Dota 2 client, and read in some older patch that we can create and export different UI's. I cannot seem to figure out where pre-made UI's or how to make my own anywhere?

Even seen some different loading screens too.

Is this the same as CSS and CSGO files, as I have delt with them in the past?

The custom UIs you see on streams are not actually in-game UIs they are overlays that the streamer doesnt see in his game but the stream viewers will see. In most streaming software there is the ability to layer different assets such as the screen you are capturing, your webcam images and so forth. The overlays you see on say for example n0tail's stream where he has the fnatic sponsors on his game UI as well as his webcam and links to various stuff, that is an image that he has put as the top layer on his streaming software, so that it hides the previous UI. As for support for and construction of custom UIs ingame i dont know, but i hope this helped you understand "streamer UIs" a bit better. :)
y. i have known that before.
still there is a way to change the HUD ingame.

Valve is creating, I think store bought HUDs

Also, from the first International Tournament you can use -international in your Set Launch Options to get the blue and red colors.
