VULKAN UPDATE Dota 2 Update - June 12th, 2020
QOP animation - broken -
Only consistency is the footsteps -
as soon as you pick up and deviate from the automatic motion of the wings, the QOP lags.
You can see the initial lag in the motion of the wings, despite the footsteps still applying on the terrain.

Bot game started on 60FPS- first minute, QOP mid-
this is less than 1/2 any normal game starts on.
Why should playing any specific hero cause such a performance gap

He didn't say dx12, he said DX11.

Dota 2 is most stable in DX11, and I get a solid 200-240 frames with my setup, no excuse to use Vulkan if game runs better and more stable in DX11.

also as a NVIDIA GPU user, DX is better for your GPU than Vulkan, Vulkan is for AMD.

Vulkan is not for AMD only / nor bias towards either.
it's SUPERIOR to dx12, so why use 11,
If you know anything about power consumption and your GPU's you will never recommend anything from microsoft
The bug is within vulkan, and therefore should be corrected,
Will try the latest Vulkan SDK today. from 11 June 2020
