No, its one of his 25 talents. He can still be revealed by true sight, just not by preforming actions.

lvl 15: Hero is invisible even under True Sight
lvl 20: AOE skills can't deal damage to Riki
lvl 25: Enemy Ancient falls just like that

Permanent ♥♥♥♥♥♥♥ invis... If sentry was like 2 gold or something..
I have to spend all of my money, to buy detection, that may possibly be useless...

No, its one of his 25 talents. He can still be revealed by true sight, just not by preforming actions.

What it means is he won't reveal by performing actions. It's hard to get 100% of the information down in that tiny talent area but the patch notes confirm true sight still works.

Sorry, but his smoke and ult already don't break his invis without the talent so it'd be pointless to change that after picking the talent. Also it's not a bug, you may not enjoy it or find it balanced but it's working 100% as intended.
