Because of the gun's issues, fighting versus it at longish range is probably sensible. Also, as you noted, chaining fires is good.
Yea ive noticed it shells are pretty slow compared to other ships, though id still argue their overall accuracy makes up for it.
Seems like spamming he or getting a torp on it seems like the best way to take it down, overall its a pretty powerful ship though, it can take a lot of punishment and still battle on unlike some other ships which are basically as good as dead if someone gets a good broadside on them *cough* USN BB's* *cough* dunkerque *cough*

well currently i mainly use it in ranked sprint where its really excellent (rank 5 now) havent tried it in random battles yet.
Both FP and CE are pretty much mandatory skills for most ships these days so it a though choise between those two.

For ranked sprint CE is more important first because there are far fewer vessels to HE spam you while being able to go dark or ambush is more useful.

just 28 knots, which is good for its tier and class.
And no, no premium ammo. Also the price for that premium is the same, it's an option.
then i turned left and shot a new york which ate 2 citadels...
not worth attacking pe friedrich, broken OP survivability
