You get a particular % of the xp the shooting ship gets and it is based on ship type. So for instance DDs get a larger % of spotting xp when compared with BBs. I believe LWM has a chart somewhere of a rough idea of the spotting awards.

Indeed, after smoke nerf it became kinda harder to earn spotting damage.
Random is broken and needs fixed even with the Indy reward mission I find myself really wondering is it worth this hopless mode anymore.

Do we want to increase the role of support activities in terms of credits and experience points?
We don’t want to go too far into this. You will still get a decent amount of credits and XP for spotting and tanking, but at the end of the day we still want to reward the actions that lead your team to victory, which is, capturing points, sinking ships and dealing damage.

That's the problem, you don't get a decent amount of XP and next to no credits for capping. It's why I said they don't seem to play their own game. Later on Flamu asked if something can be done about the order of spotting icons because you don't know if you can smoke up while you're LoS spotted. A dev then claimed this was already the case when it's clearly not. The current order is LoS > planespotted > radar and everyone who ever played a hightier DD knows this because it's such a basic thing.
I admit it's now harder to get a top XP spot as destroyer, especially non-gunboat one(like Shimakaze), but still possible if you play well, live long and effectively. Even if it doesn't get you a lot of XP directly - those support activities help your team to win, and winning means more XP! So it's kinda balanced.
Not perfectly, yeah, maybe they should up it back a bit or add rewards for some other support activities.
Yeah, it's tricky, really adds to making a DD's life hard. But it's already a pretty magical perk, it shouldn't be too powerful because it's free! So seems fine and also logical order to me, at least it's universal. For other ship classes that order makes perfect sense, adjusting it just for DDs seems OP.

This shouldn't be free for CVs. Or they shouldn't know the spotting source.
Capping does reward a nice chunk of xp in domination, however do think it could use a slight boost in standard though.
