What ever happened to Japanese subs?

I remember WAY back they even had premium pre-orders like the I-400 cruiser sub with a hangar.

The I-56 is the only Japanese ships that has made it into actual testing and the game so far. A full tech tree is apparently being worked on. And many of us expect or even hope for the I-400 class to make an appearance as a premium, maybe even an Arpeggio variant.
