You will come across a man and his dog in a fight with some bandits you can help the man and dog if the man dies then you can loot the mans dog collar and use it on the dog a high survival also helps to gain the dogs trust.
When he lives, you can pickpocket the collar from the guy, but you cannot use it on the dog. You can attack the guy, but it causes the dog to attack you also. The only way to get him is for the guy to die in the fight.
It is funny that the dog gets a unique skill tree but it still has normal human skills on the other page like tinkering, gambling, & automatic firearms. I don't know if any of those points matter at all. I would think martial arts maybe, but it says only punching & kicking apply which a dog doesn't do.
ummmm EDIT: he still has the bad route planning/choices when in combat, so he'll end up "avoiding" enemies by going close to them or within their range, even if there's a lot of paths that clearly avoid them
