Why is Jess Black always asking for a lighter?

Ive played through the story once already and maybe I missed something, but is there a mission to get a lighter for Jess? Why does she keep asking for one if it holds no significance?

Her grandfather's Vietnam Lighter I would assume. Collected them all for the other quest and finished it before talking to her so I don't know if the dialog changes if you happen to have it in your possession.

Thats interesting, I thought the I also just realized that she is the Niece of the Sheriff. I definitely didnt catch that the first time around.
