Plenty of people can play the game fine. i can with an fx8350, gtx 970. at 1080p 60fps (my panel is only 60hz).
Now I have no idea as to why your having issues, having non myself, i have not really looked into the various faults and how to fix them with this particular game, but I am sure there will be threads with people have similar issues that will be full of suggestions.
You just said "Do you honestly think a game developer would sell any games if that is actually how the game performed??" when you do realize Ubisoft has released MANY games that they KNEW ran like crap and some games would not even run at E3 or when it is released. Ubisoft was aware of how awful AC Unity was and still released it! So you are 100% wrong because there is proof everywhere online about how Ubisoft releases bad games that perform extremely bad.

Yea but this is Ubisoft we are talking about, they do not care about us. Once we buy the game they forget about us.
All Ubisoft said was to restart the PC and download new drivers. From the looks of google there are thousands of people with the same problem running this game on high end machines
The thing is with the huge range of hardware and software that exist, not every possible combination can be tested for. So yes games are often released that can have issues, common issues are generally patched out rather quick. however you still cannot cover everyone.
I am not saying their games are perfect, but if this game was as bad and unstable as you are making it out to be, there would simply be a flood of players posting on the forums (especially as in feb after the sale at one point there was 17,762 players all online playing the game at the same point in time, so the actual total amount of players will be much higher).
i am sorry you are having issues, especially when with your hardware you should have no real problems, its more likely something odd is going on like a conflicting 3rd party bit of software, or maybe a corrupt file.
If you read the forums there are often weird things on a users end causing issues, that should not, like AV/firewalls etc, Even apparently unconnected 3rd party software like Razer cortex (keyboard and mice software) has been known to cause issues. when in reality they should not.
You are obviously free to rant as much as you want, but I am just saying instead of that you are better off just going through the forums, find the posts with people having similar issues and try some fixes. (I too googled and while there are a number of threads, in many the issue was actually resolved if you followed the thread).
There is no reason you should not be able to play and enjoy the game with your specs (well other than the actual game issues, like cut scenes pulling you out the game and forced progression etc).

the game plays fine with a lesser system here , i run it with most settings on Ultra in 1080 P
just turned down shadows a notch i believe .;. it seems to always run a lil over\ under 60 FPS and runs smooth here .

i think to get 60 FPS in 4k tho the op will need 2 GTX 1080 cards in SLI just like the read me file from the game says ..as i dont think a single 1080 ti can do it in 4 K

also if ya get stutter try setting this in Nvidia control panel .. it may help
in Nvidia control panel, i made these changes
Anisotropic Filtering = 16 X
Max Pre Rendered Frames = 1
Set Power Management Mode = Prefer Max performance
also with a single 1080 ti your getting about what ya should in 4 K

at 720 P no your really not pushing your GPU at all .. even with your wife's GTX 980 ti
thats why its giving such low numbers at that low resolution
so find a happy mix with your settings ..and yes the game is very playable ..i suggest the first option ya reduce is shadows ,,as they seem to have the biggest impact on FPS
also one other point see if you have the HD texture pak installed and enabled ?
you can do so in the in game settings and use the in game benchmark tool , to see how much V ram your using
on my GTX 1060 with the HD texture pak its using over just over 5 gig of V ram
so it should not be a problem at all with either your GTX 1080 ti or your wifes GTX 980 ti
