It's common knowledge that you should avoid steam sales, unless it's a flash sale, until the last day of sales. That's when they do the deepest savings.

Marked one is right. I waited for Borderlands 2 to go on flash sale because I knew that was as low as it could go. Valve always discounts their own games deep near the end of a holiday sale. Hell now you can get both for $7.49.
