Anything more than that is pure speculation.
Took them 1 year more than they announced to put ColdStream onto Windows Live!. And took them forever to release just 2 episodes for HL2.
Only thing they've said about the Workshop is on the L4D blog. And hasn't been updated in a month.

if Valve gonna release A New DLC for Left 4 Dead 2
back to Half-Life 2: Episode 3 way to many years before they gonna release Half-Life 2: Episode 3 .. as same for a New DLC for Left 4 Dead 2 .... if they will work to make more upcomming new DLC' s

But there is speculation that L4D will be coming soon to workshop, so if thats true then you can simply download community maps. And considering Left 4 Dead has a large fan base there will be ALOT of maps.
