Anyway 1 and 2 are just game logic, a lot of games do dumb little things like that. 3 Man wants his Cola, he presumably has water up there but not his favorite beverage.
And utterly useless to assist other teammates. So it'd still be balanced. Maybe aside from the fact you'd be able to drain half of a Tank's health before it can crush you to death.
Things are designed for a reason...
The concept of "infected" is not only plausible in real life, but it makes sense in the L4D world and is an integral component of it.
By the way, Whitaker says he has "ample provisions", so I think you can assume that includes water.
While I could see commons existing (Albeit not surviving for as long as they do in the game) the SI would never happen, the body can't mutate to that extreme (Especially consistently)
