Can't change download path

For some reason Left 4 Dead 2 will not let me install into another steam folder. It's the only game to do so thus far.
It simply tells me it's installing to my primary drive when I go to install it rather than letting me choose where I want to install it, as all other games do.

Anyone got any ideas on how to change this? Thanks in advance.
