That might help in some cases, but in my case, it never stopped moving. It just wandered all over the cave system (until sentinels finally just appeared, several minutes later). So I doubt that a shield would have helped, but I don't think we actually tried that, so who knows.
There are now 2 different bugs being discussed in this thread.
Bug 1: The OP is "Hiveguard is actively murdering us, but didn't correctly spawn sentinels, so it's invincible." I think this bug is still rare, thankfully.
Fixes: One fix that seems to work for people is meleeing it until it finally melees you back, at which point it will realize it needs to spawn them. The other is time; just stay in the same general area, as the sentinels may just take forever to get to you because they spawned somewhere insane. Sentinels have been able to dig since sometime in season 1, so hopefully they should no longer ever be trapped somewhere.
Bug 2: The new bug in this discussion is, "Hiveguard refuses to murder us or even move, and just passively sits there giving us the silent treatment." This bug appears to have jumped from rare to common in Season 2. There are a *lot* of posts on it.
Fixes: The fix for it is throwing a gunner's shield on it, which seems to fix something when it has to pathfind a way out of the shield.
Actually, the bug that I encountered was a third type:
The Hiveguard kept moving, but it ignored us completely. We hit it and shot it, with no response. I had it walk right through me more than once. It just kept walking all through the cave system. We searched all over for sentinels and found nothing. Then they finally just appeared. I had one come up out of the ground, not digging, just spawning, just a few feet in front of me. No idea what made them finally show up. {shrug}
Ok I wasn't sure if the fix was found since when I was searching for the answer, I basically couldn't and it was only from us thinking about what we had on us that worked out. So yes, the shield did the trick for that Bug 2.

FWIW, the "2 or 3 chances" in the text chat is referring to supply drops. Someone had suggested trying to kill it with a supply drop. I assume that that wouldn't work (even if we could hit it while it was constantly moving), since it was invulnerable, but we didn't seem to have anything to lose either. I think one was dropped, which missed, naturally.
It wasn't too long after that that the sentinels finally decided to show up. I assume that that was coincidence, but there's no telling at this point.
Bug forgets to attack, had to punch him a bit to fix it.
This sounds like trolling but actually worked for us
