Steam is its own deal.
Both versions of the game use their respective clients background services to provide matchmaking/servers/friends lists and such, so crossplay isn't possible.
Why is it weak? It is afaik not advertised on steam, you made a wrong assumption and now the devs are weak for it? You had 2 hours of refund time in which you could have figured out if crossplay could work and did not use that time.
Besides I owned DRG BEFORE I even met them, why should I be expected to buy the same game twice in order to play with them? That's weak.

Note: The Xbox One / Windows 10 version from the Microsoft Store is an Xbox Play Anywhere Title. This means the following:
By buying the game from the Microsoft Store you own it on both Xbox One and Windows 10 Store (Microsoft Store).
The Game support Cross Platform Play. This means that the Xbox One and Windows 10 Store Version (Microsoft Store) are able to play together. IMPORTANT NOTE: This also means that you are NOT able to play with people, who have bought the STEAM version.
Your Progress is saved across Xbox One and Windows 10 Store version (Microsoft Store).
Note #2: The Steam version does NOT support Cross Platform Play. This mean that you are NOT able to play with people who have bought the Xbox One/ Windows 10 Version (Microsoft Store).
You are not expected to buy anything, but perhaps food. It is not weak that devs advertise clearly that it is not possible. If anything it is weak from you to now blame the devs for it not being possible even after it should be clear it has never been sold to you with that ability.
It is possible to play with your friends, when all of you buy the same version of the game. Dun blame devs for you not reading and jumping to conclusions.
When crossplay was first shown you thought, finally Xbox can play with PC and maybe at some point even Playstation!
Now can you? Yes. But I would bet this is more Microsoft than anyone that you can only play Xbox with Windows Store. It's kind of like "Hey everyone we now have crossplay...eh but we are going to limit it like everything else."
I have two brothers, one is an Xbox guy, the other a Playstation guy and me a PC guy. I dream of a day I can play a game with them on their consoles from my PC.
You are the weak one here for shoving the blame onto the devs because you forgot to read.
We all own the game, so we should be able to play together, not being able too because of "different versions" sounds like a corporate decision.
Windows is PC, Xbox is console, Steam runs on PC, and yet we can't play?
