Remove player sleeping bags

Does a player sleeping bag or fortifications stop loot in the building from spawning?
How do I remove a player sleeping bag? They seem to take no damage.

I can place the bag but it requires another building where sometimes this is not an option and you get the message "too far from original location" And if you try to remove home you get the message "not the owner" or something to that effect. There must be a mechanic where you can destroy other players sleeping bags right? Even a timeout for last login of the user placing the sleeping bag? Without this the bags left by players LONG gone breaks the item spawning of the building and in my case most cities of the server. There is a player bag in every other house and even high value locations like strip malls and police stations.

The bags should be cleaning up if the player hasn't returned in 5 days. What server are you playing on?
