He's basically asking you to detail your computer specifications. It's highly likely your problem is that your computer is just not powerful enough to run Cold Steel at higher than the Console preset setting. Older Trails games are very old so they're generally able to run fine on low end machines.

Also, you don't even meet the minimum requirements... So this should be expected.
You should try to lower every setting down to the lowest, and see if the problems go away.
You're on "console" settings, right? If it's still lagging, you can lower the settings further and improve the performances.
Try changing "MSAA" option to "None", and might as well change the resolution to 1280x720 if you're not using it already.
Yes, actually, most of the extra checkbox features are something they just added for this PC version, so all of them are beyond the PS3 hardware level.
Well, the reason I was bringing that one up in particular is because I've seen several people complaining that the DoF setting is the one causing low framerates in cutscenes, even if they're mostly able to turn all the other settings up to max. Seems to me that that setting in particular is the most likely culprit for the issues OP's having, so I'd try disabling that one before anything else.
