Sounds like the required Visual C++ Redistributables are not properly installed. This can occur if you have at some point installed them from Steam, then uninstalled them manually, but Steam still thinks they are installed on your system, so skips them when installing PCMark 10.

One way to solve this would be to install the standalone version from here:

http://www.futuremark.com/downloads/pcmark10.zip

Once installed, the redistributables are installed and then Steam version would also work.

You can also install them manually. Following redists are required:

Visual C++ 2012
Visual C++ 2013
Visual C++ 2015 or 2017 (both work and only one of these can be installed)

Both 32bit and 64bit versions of all three are needed.
