The game has a fairly uncommon but documented bug where it crashes on touch capable systems, or rather, when a touch input device(i.e. a drawing tablet) is connected and used as primary pointing device. The bug stops occurring if the touch input device is disconnected or is not the primary pointing device.
Given that one of the main features of the surface pro is its touch screen, it is 100% set as primary pointing device, so the game crashes, but when you connect a mouse to it, the mouse becomes the primary pointing device, and the game stops crashing.
EDIT: this was on the PCGamingWiki page for this game, but for whatever reason such information has been removed(technically it's still there in the input section, but it only says touch capable systems arent supported and the link to the explanation doesnt work).
Ah, interesting. I did look at that pcGamingWiki but it never made clear what exactly was wrong with touch screens nor how to fix it. Well, at least I can fully confirm that the problem hasn't been innately fixed through patches or anything, so it's weird that suggestion was removed
