Open the game folder and there should be another folder called "images", click on it and the "template" picture is the "custom paint made by artist", edit it via paint, paintnet, etc. After that, call it "car". MAKE SURE THE PHOTO IS A .PNG FILE!

You can use basically any software where you can add images, edit them and save in .png format. Then it comes to your imagination and skill set. Photoshop is obviously on "advanced" level, but to be honest it's not hard to learn it at all, it's hard to master.
6 months ago I could barely do anything in Photoshop and the most advanced thing I could do was use masks, now I'm studying something that involves Photoshop and I spent ~5 hours a week trying to learn, both in school and at home, how to use it and I must say I'm good at it right now.
I would suggest you to do the same if you are honestly interested in making skins and similar things for games. As I said, it's easy to learn, but hard to master.
Youtube has sh*t tons of tutorials how to do skins for games. You don't need to learn that much just to make decently looking car skins.

Or use any other free software that is way easier and user friendly for someone who has no experience.
