Try leaving (make sure to be polite and say goodbye first) and re-enter. The game likes to make you catch up on event flags sequentially.

Failing that...

Are you a Fighter or a Paladin? No other class needs to give him the horn.
Have you dispeled the Leopardman yet? The game won't let you become a Warrior until the plot requires you to.

I'm a Paladin, I've dispelled the Leopadrman (naturally) and I've even trekked back and talked to Rakkeesh about it (probably not necessary, but still). The Labion is literally giving me the "this is the bride price, but I won't accept it until you're a proper warrior) as I try to stuff that ♥♥♥♥♥♥♥♥♥ horn down his throat.

Leaving and attempting to re-enter gives me "this is a bad time to visit". I tried waiting and waiting... nothing.

Have you tried "tell about beast" or something like that?

Or killing another one?

I tried killing two more dinosaurs. Now I've been wandering around for days and just can't re-enter the hut.

In the speedrun route, you don't even have to give the Laibon the horn. When you attempt to exit the hut after dispelling the prisoner, you run back up and him the horn and it starts the initiation rite.

If you have dispelled the Leopardman and still cannot enter the Laibon's hut in your current game (which it sounds like you have), you are stuck. There are no other requirements.

Try to get the initiation rite done ASAP, since it is the key to the rest of the game. To trigger the Leopardman, you need to have 150 Throwing and 150 Strength (since you're playing an imported Paladin, this may be important if you came from a Wizard or Thief). The trigger for the Leopardman to appear is challenging Uhara to a spear-throwing challenge. Have the horn after the dispel, and IMMEDIATELY enter the hut and enter the initiation rite.

I had this happen too and found a workaround - simply DROP the horn, go speak to the chief about "marriage" and "leopardmen" (or whatever the two conversation topics are at that point), then leave and get a new horn. You should be able to return and give it to him (may have to wait a day or so though).

@cheesechick is correct. However, what I did was I put the horn into the Chest in your hut, went to Laibon, Greeted, Asked about Leoparmen and Marriage, then I just left. Took the horn back out of the chest, and they allowed me to walk back in. This time when I clicked the mouth on myself, there was a "Tell about Dinosaur" option. That then proceeded to allow me to give him the horn.

This is a brilliant solution. :D Good to know that your conversation tree with the Laibon is dependent on whether or not you have the horn in your inventory.
