Novice players leave the game if they raided. That is the problem.
About the "Make a new set of "Hardcore" PVP servers with player base raiding enabled" of the petition I agree with it, maybe make it a "purchaser only" server, for people who paid 1$ or more in the game, this will filter newcomers, but I recommend that this server will also be a "perma-death" one, when you die, your base get deleted and you start naked from nothing. You can go as far as making it an "iron man" one, no trading between players, so no one get "boosted" by his guild mates.
I kinda miss perma-death in survival type MMO but I understand why you choose to not introduce it, but a server like that will have plenty of opportunity for PvP, death will have a meaning, and you won't see uber players rampaging on others because they have months of gameplay. Should be fun, then you can make some leaderboards for those servers, you can get "points" for each EXP earned, or animals kills, and upon death your character will be forever visible as a reminder of your sucess or failure :) tons of things to do :P
But a server like this would maybe not have a lot of players, it would be pointless to have one for each regions (NA EU Asia..) but one single global server might be laggy for some players and lag+pvp... :P
Novice players also join a pvp server, build their base and gear loadouts up and then realise there's no raiding and leave the game as well, which is also a problem.
I agree 100%, there need's to be a discussion but it's a little hard to get one going. I reworded the petition to better get the point across. I do hope you read through it, thank you for your time and consideration.
I honestly love all of these ideas. I think the best thing to do would be add a new single global server like you said. At least to start with and if it grows then maybe add more and I know I wouldnt mind paying to play it at all. I reworded the entire petition, so hopefully we can get some traction going there.

We are already tried "drying" siege weapons on alpha stage of the game.
Usual players don't play each day so it is not a solution.
We have thoughts about only Noble or Royal dominiums can be a target for attacks in Siege time.
That's a good idea, especially during siege time, so people know when to defend their base.
But if only players with noble/royal dominion can be targeted, there should probably be a reason to build such dominion, either various buffs or daily items, because if there is no bonus except size of dominion, I think a lot of players will just stay with invincible small base rather.
Or maybe some players could build some small specific and limited structures in the contested area, those structures while staying up would provide bonus to the player, either various buff or a bonus to mining in the said area or others, but could be targeted and raided by other players.
The player who destroy it could get back a percentage of the ressources used in construction, it could cost some rare and expensive ressources so people don't build it for no reasons in the first place.
