As KillerBen implied, this mechanic is in place to make it more difficult for players to beat tough fights using the fight for life mechanic.
If it were to go longer the more you went down, that would also be rewarding failure.
The intention is to make people play more cautiously, and I think it is a good mechanic.
However it wasn't very well executed, because it is supposed to reset after one minutes, except it rarely does. Sometimes I will go down lots in one area, and then 10 minutes later in a new area I will insta-bleed when I go down.
