By that, I presume you mean the male midget riding a bullymong.
Yes that's it but I came across a rocket launcher so early, why not a corrosive shock weapon, I used them a lot in the first borderlands game as Lilith.
They'll be introduced slowly over the course of the first playthrough.
How come I was able to find a rocket Launcher at the beginning part?
I don't know how item dropping mechanics works, but I can confirm that it's possible. I also found rocket launcher much, much earlier than the game allowed me to buy ammo for it :-)
About shock and corrosive weapons - don't worry, you will be getting abundance of them later on =)
Maybe bad luck, or maybe there are just more fire weapons early on, at least I had this kind of feeling, but I believe that you should start getting some of shock and corrosive weapons soon, as you progress into the game
I got more than 4 I believe. I wish it would have been a shock pistol because they are my favorite guns.

Rocket Launchers require level 10 to drop, that's the only limitation there is to it. After reaching level 10 they are in enemies' lootpools and drop rate does not increase whatsoever during the playthrough.

As far as I know, similar level limitations as for the gun types also apply to elements, but the gearbox article doesnt go into detail about it. I think I remember reading somewhere that slag has the highest level limitation at around level 15, before that your only option to get a slag gun is Marcus' side mission. So if you managed to get a Rocket Launcher, I'd say just play ahead, you'll probably soon hit the level at which your elemental guns will start dropping.
They are mission weapons, one mission for each element, so if you want a specific element just pick up the side mission, and don't complete it, and you'll have your shock weapon which will stay at your level :)

According to the article[www.gearboxsoftware.com] blinkmoth provided (thanks btw, that's pretty useful and confirms a lot of what I'd suspected previously), the only way that a rocket launcher should have dropped before entering Sanctuary is if a character is level 10 or higher. This corresponds to my own experience in never having seen a rocket launcher before entering Sanctuary, because I'd never entered later than level 8 before.
If that's the case, then, yes, Rocket Launchers are possible to drop, because the player's level met the level requirement for the launcher to drop. It's just like how all of the other weapons have restrictions. Here's a table showing only part of the restrictions:
So, as I said correctly earlier, continue playing, and the other elemental weapon types will eventually enter the loot pool.
Edit: Though, if you're already beyond level 10 before dealing with Captain Flynt, I suspect you'll be finding those elemental weapon types pretty quickly.
