FPS Drops Fix!
Skip this b*llsh*t if you're in a hurry
So I've had these FPS drops while looking at certain areas and while being in various gunfights.
Most of the people said it would be PhysX, v-Sync, Textures/Game Detail settings and other sh!te. Well in some cases yes, but if you're certain that your PC is a beast and you still get them FPS drops, you're probably sitting there completely p*ssed off thinking: "WTF is this sh!t?" "Bad port/optimization" and yadda yadda yadda...

Here's the deal:
  1. Find and open the following file "WillowEngine.ini" in your Documents folder (C:\Users\___\Documents\My Games\Borderlands 2\WillowGame\Config)
  2. Search for "DefaultPostProcessName = WillowEngineMaterials.WillowScenePostProcess"
  3. Now change it to "DefaultPostProcessName = EngineMaterials.ScenePostProcess" and save the file
  4. Profit... Maybe do a backflip out of happiness

-Turning off Dynamic Shadows will gain you some additional FPS. To do so, in the very same file change the "DynamicShadows=True" to "DynamicShadows=False" (the one under [SystemSettings])
-Setting PhysX to low might also help

Disabling streaming textures gives nice fps boost, just tested it and i can confirm it works.

You might want to mention that this disables the black outline shader (ruining the look of the game IMO)

Regardless, it made no difference to me.
For me (i7, Geforce 660), setting PhysX to "low" (effectively disabling PhysX effects) had a huge impact on overall performance, of course I miss out on some extra particle effects, explosion effects, PhysX objects here and there but it's not worth the abysmal performance in areas with these objects/ in larger battles to me.

My fps literally stays the exact same whether I'm on highest or lowest settings, stays high out of combat then turns to ♥♥♥♥ when in combat

Worked perfectly! I knew my i5 and GTX 1060 build should be pushing out more than 40-60 FPS.
