You're welcome to make your own decision on whether or not you think they were successful, but the lack of "sexy" outfits is actually a consious design decision. It's on purpose.
(No, I haven't forgotten Moxxi and I'm certainly not going to try to explain her (beyond mentioning that she's an NPC rather than a PC and to point out that despite her appearance, she's intelligent and devious and has her own goals and her appearance is calculated to help further those goals)).
If you want a game that is about fashion, go be a TF2 drag queen. There are plenty.
You should get out and see, and touch some real skin. Its even better than ingame nudity. Really.

Well according to Anthony Burch (whose canon in BL2 is a bit shaky) Maya is like most Sirens "asexual" and Gaige is just a kid - cause they're the two female playable characters in the game, I guess there was no place for "sexy outfits" in Burch's game design?
Moxxi is heavily ironic, especially in Borderlands 2. She mocks the kind of gamers who want female characters who can make them forget their virginity. In general the series is exemplary when it comes to diverse and non-stereotyped characters (which I think makes a better game).
Like Zen says, the writers said Maya is asexual so to overly sexualise her in outfits would be bizarrely out of character. I think that goes for the rest of the game too. I know our culture is obsessed with sex but it's really not particularly relevant to Borderlands 2. There are more important things going on. You ever tried fighting dragons in a bikini? And the caustic caverns isn't exactly a beach resort. This kind of request is just weird.
Yeah, I always find the overly sexualized outfits weird in gaming environments. Most of the time, in most games, the PC is a fighter. There's blood, dirt, grime, grease, all kinds of disgusting stuff. Really, who'd want to be wearing a skimpy outfit in all of that?
And despite the "Wild West" theme, most of BL2 takes place in sections of the planet where it's currently winter. Even if there isn't snow on the ground, it's still frequently chilly. Frankly, Sal, Maya, Gaige and Krieg could all use more warm clothing.
If a game has scantily clad characters, (women specifically, because double standards are fun) then people freak out.
If a game doesn't have scantily clad characters, people beg for them.
coming from country that most wears decent clothes, i even think some of character shows too many body parts, moxxi or ellie is one of the example. In desert, people wear more protecting clothes in order to protect their skin from sun. I more comfortable play games with decently clothed character like shadow of mordor or call of duty. I dont have this game on pc, but i have the ps4 version.
If you want Maya and Gaige in sexy outfits, then Sal and Axton wear thongs too, or asschaps. Fair is fair.
Don't need to half naked PCs to shoot things in the face. Glad this game doesn't have that stuff so that moron Anita can worry about seeing Batman's butt and not what we do on Pandora.
