You can add the staff building perk on that keeps them more ok under worked but, as you might of seen you can only have one perk on these staff building and putting them everywhere might be way too much, as they will go to what ever is the nearest at the time, so say a vendor might go to say security buff perk staff building one, rather then like the vendor perk one, so you have to be thinking more deeply on what staff building perks and placements of them to really be efficient and can always change it when you want or if you don't want to deal with staff buildings, just turn it off in the game settings but still, don't under work you're staff still and you should be more fine as managing you're staff is a balancing act, even more if the staff building setting is on.
Staff buildings makes it even more challenge with it on as when they were added in and played around with them, i wasn't too good with the staff buildings but i've learned to use them more better and overall upping the efficiency of my staff in my worlds now.

Well sorry if you saw like that but, its pretty easy to tell what was going on don't have to be a rocket science to figure it out "i need more work to do" "i can do more work than this" really shows that hey am not working in the park a lot give me more to do so to speak messages for you to know what you can do to raise they happiness before they get so unhappy and leave.
Like i said you could really do 2 things to combat this issue the best issues is to just give them more work or just get rid them as other staffs are taking they work loads, the staff building perk will really help slow them down from leaving useful if struggling with earning money also you now know lot more about the staff buildings :D hope that info helps you even more in the future as every building has things you can tune so with being new be sure to tune shops, hotals etc to your likeing and helping you make a good park.
its the same its the staff telling you that hey i'm under worked and its boring the staff, in this game they really love work to the point they act like they want to impress you unlike what its like in real life but over working is also something you have to watch out for, like i said its a balancing act pretty sure as you level up the staff they become more stronger to moaning about overworking. I think there is a steam guild that goes into a lot more detail about how the staff system works as you level up them and they minimal payment check with each level.
Delete that shop or move it to a busier location.

One thing you can consider, if these are thoughts from a walking employee, like, security or janitors, is maybe you need to set up some work rosters. Set them up around busy areas, and if your walking employee isn't busy enough, re-assign the person to a busier work roster.
