For example, my laptop is pretty old but it managed to run Planet Coaster Alpha 3 at roughly 5 FPS. Very laggy, but still sort of playable. (As for the specs, I'll have to look for the exact file.)

I was able to run the beta on high w/ low shadows and multisampling off at ~60 fps never dropping below 40
I can't even get low to run at a constant 30 fps now

Basically the entire game went black except for some light sources (which went white)

That kind of looks like a shader problem. Are you GPU drivers up to date?
Just tested it, getting 50-60 fps on start.
