Note to all people that will help me (sorry I seem mad this is causing it), I've tried the dxsetup, delete shaders, so on, and then I tried uninstalling an installing. These are the only solutions I can find for it. I know that I may be able to run it windowed and that might help.
This exact problem happened to me with awesomenauts when I was trying to play that the other day, I found a forum with a solution to that problem, and it was because it didn't have a file called.. steamappid.txt, I still have to open awesomenauts through the folder, opening through steam won't work. (the dev's ended up shipping the .txt file with the game now so no more issue, but NS2 already has it so not sure why it isn't working)
Anyways, NS2 has the steamappid.txt file already and opening through the steamapps\common\Natural Selection 2 isn't working, tried making a shortcut to desktop to see if that might make some weird difference, it didn't. so as it was explained on the awesomenauts forum I found
Basically awesomenauts isn't communicating with steam or something, so literally no communication was going on in the logs, and I think that's the same issue, thats happening here, but for whatever reason the same fix isn't working for me

Basically change the resolution in systemoptions.xml to something that is supported.
Try close all programs running before start the game. Also overlay, overclock, monitoring, norton, security.. just everything.
userfolderwindowsblalbla/appdata/roaming somewhere there. (appdata is a hidden folder)
