This sort of this is usually the symptom of either high ping or bad server performance. Hold tab to check your ping, if it's high, find servers with lower ping.
If it's server performance, try other servers.

I only join servers with low ping {8^(

This is happening to me on other online fps games also. I'm on a 60 mbps connection.

Worth calling your ISP. Could be a fault on the line, or any sort of issue. They'll be able to run diagnostics and tell you.

If it's happening in other games as well, it could very well be an issue with your ISP.

I hope you aren't running on wireless.

Go to start, run or search CMD and hit enter. Type ping -t -l 1
Let it run for a while, maybe do some web browsing. After a while, select the cmd window and press ctrl+c, check the results. If you have packet loss over 1%, there is a problem, likely relating to signal strength for your modem (this is a thing). I'd do the same thing while playing natural selection 2.

Something to keep in mind, a cause of high ping can relate to a lack of bandwidth. If you have multiple people using the same connection, someone else can max out the bandwidth, without suffecient bandwidth, you'll have problems like the one you described. If you have an open wifi network, this could also be related.

My ISP is really really bad, so I redplug a lot lately. Trying to get them to fix it.

However, just because you join a server with "good ping" doesn't mean it's not the server's fault. There are a list of servers (*Cough* Hyperion) that are incredibly bad and lag out. Open up console ~ (Tilde) when you join servers and type net_stats. One of the numbers should be 30.00. If you ever see that number dip below 28.99 it usually is a bad server. Hyperion servers can reach 10.00 to 5.00 during mid-late game.

Speaking of which.. Can someone track down those hyperion server owners and notify them of this problem? It's ridiculous it's been going on this long, and it gives a poor first impression to rookies.

As IronHorse says this tends to be a server related issue especially large servers and combat mod but don't rule out the possibility that it is your internet.
