Video card for this game
What is the cheapest video card that can run NS2 properly (by that I mean no stutters) on high settings at 1920x1200. I won't go over 300$ considering the prices in my country are about a quarter more than what you see on newegg.com.
Right now I have a HD 4870 1GB and an i7 4770 and 8GB ram. I am happy with it but I'd like something newer and more power efficient (I browse and read a lot when not gaming, my card is like a radiator sometimes...). Going to a gtx 650 or hd 7770 would be a downgrade imho.
I couldn't find updated charts by power consumption and heat.

I would suggest going to a 270 at least.
290 (non x) is a very nice card as well.
I just got a gtx 650 Ti Overclock and it runs things very well for me. Spent around $200 on it and has brought my computer back into the game.
I was considering the 650ti too but it's got 128 bit bus, and I'd like 2gb at least. What fps, settings/resolution and how much latency do you have in r_stats waiting on GPU?
I'm sure you can find a 660 ti for under 300 somewhere, love mine.
I guess geforce is better choice for NS2 than AMD.
Don't know what to suggest, but I'm running it on a HD 7770 at 1920x1080, max settings, stable 30+fps.
This is odd, the hd 4870 is sort of around a hd 7770 in performance, with higher bandwidth. (more like 7750).
I'm using GTX760 which works very well, and is around £200 which I believe fits your price range

It can be noisy while gaming, not so bad when idle for browsing and reading though. If your gpu is like a radiator then you probably need better cooling, especially if you are saying it gets like this when doing things like browsing.. My card sits at around 31c when browsing ect.

As for power consumption, GPUs consume less power when they're doing less, it adjusts automatically? and you certainly don't want to be short of power for running NS2 lol

It's a catch two situation.. U don't want to spend more then $300, yet you want a newer card, that I'm presuming you want to be more powerful then your current card.. That can run this game on high settings at 1920x1200... Yet you want it to use less power :s

7770 gave me 3dmark cloudstrike graphic score of 25.000 while the 4870 ONLY gave me a graphic score of 15.000 points. Which means that the 7770 offers around 66% better performance than your old 4870,

So a 7770 would be a great upgrade.

I've tested a hd 7770, it is indeed faster in a most (newer) games. I'll save for a hd 7850/r9 270, I want a longer lasting build and I don't mind playing on 1280x800 for a while.
Yep I was looking for the best in terms of performance/watt, the 7850/760 have much better power consumption than my current card, even in full load. 280x/290 that apocalypse says is a bit off and kind of overkill both performance and price (and power consumption), in Romania prices are really skewed, it goes past 400$ with all these VAT and shipping/shop cuts.

What CPU u got?
i would go with the GTX 760 has all the fancy nvidia tech and can run almost any game on max settings with your CPU.
Asus GTX 760 DCU 2, PLays everygame for me on ultra/maxed out at above 60 fps, + makes nearly no noise when on full load and tempuratures max out at about 50 degrees :) And it's less than £200 now, + you could always SLI it in the future which outperforms a titan :)
