Long Answer: You are reading too much into it, she is just an Altmer, no evidence of being connected to the Thalmor, just criminal connections (she asks a captain if he knows any sailors wanting to smuggle stuff after all)

Who knows, but seems unlikely. She's just a thief, who has pulled to strings to make the authorities leave her alone. The Summerset shadows are not affiliated with the Thalmor either. They're just a rivaling guild of thieves.
