Secondly, there is no college or a college library in Windhelm.
I assume you are doing "Fetch me that book!" from Urag, the librarian of the college library in Winterhold.
Here are the locations of "The Old Ways" - copy and pasted from https://elderscrolls.fandom.com/wiki/The_Old_Ways#Skyrim
Fort Kastav, inside Fort Kastav Captain's Quarters area, on a bookshelf.
Movarth's Lair on a table
Nightingale Hall on a book shelf along with some other books, after the Thieves Guild questline has been completed.
Here are the links to the locations:

I don't think just any book will do (I could be wrong.).
Thanks for the reply. Of course its a quest for Urag at Winterhold. My bad on that. Thanks for the locations although I don't think it will help. Since it is a quest the location should pop up on the map. i'll give it a try any way.
If it doesn't show on the map, you should still be able to finish the quest any way as there are multiple ways of obtaining the book. For quests where you need to grab unique books, location and map markers are guaranteed, but for this one, it'd be understandable if there isn't. Good luck!
Location- Bristleback Cave Solstheim. I haven't got there yet in the Special Edition. I played ES twice on the old version. Have not got there yet on Special Edition. I'm going back to my old favorites because they are my favorites.
i have another plan
some mods add new lands
perhaps thats where you can find the book
it might be worth a look
after all your mod was not made by a god
and perhaps this outcome escaped there fix log
That actually Happens quite a bit with Vomenheim/Hammet's Dungeons mods Not saying it's bad, just saying it happens. And those Dugeons are no Joke...No siree. You don't walk into one alone and under 50.
