I placed some items in a chest in Morvunskar once, they disappeared when i came back
from what i was able to get out of ppl, the closest spot to the start thats 'safe' is the tiny cottage across from the stones. it has a hidden basement and the chests there are ok.
that said you should sell off most of the stuff and get some gold.
Wheres that little house you said?
There are 9 homes you can own in the vanilla game. 8 of them you will need to purchase, and the 9th is awarded for completing a quest.
go to the 3 guardian stones, cross the river and its a bit to the right.
apparently the hut has a hidden basement with a some chests inside and these dont reset.

as for USING enchantments..
1. to 'learn' an enchantment you have to break down an item that has said enchantment on it.
2. enchantments on weapons arn't permamant, they have a charge bar.
3. enchantments/recharging requires Soul Gems.
4. enchanting items (or breaking stuff down) requires a Enchanting Table. closest one is in Whiterun Keep- Dragonsreach, in the mage's study.
