I have not played it in years, so I don't really know how active it is anymore.

If you should get it... well, check youtube videos of gameplay and see if it's something you think you would enjoy.

An alternative game, that is still active in development, and where you can both sail ships, boats, submarines, and even fly aircraft and drive, is VSF (Vehicle Simulator)
It even supports VR.
It's pretty good in my opinion.
It's also here on steam, so check out if that's a better option.

I think several thousand $ (inclusive hardware) in the beginning and much more (they offer whole bridges).

Just played Shipsim extreme in virtual desktop stretched to 180 and MAN this would be cool in vr! Its basically abandonware somebody should modify it.

Basically they scammed and robbed their playerbase. This should be a criminal offence in the gaming industry. Sadly it is not as of yet and shady developpers get away with this sort of thing.
